It just means that the timeline hasn't updated recently. It disappears when the timeline automatically updates, and if it gets stuck you can click on it to force a manual update (which also makes it disappear).

@FediTips@social.growyourown.services OK, but it doesn't show any new toots. What is it updating? It's sometimes there after I have just refreshed the page.

By updating it means checking for new toots, so if there isn't anything new to show then after the check it will appear to have done nothing.

If it's there just after being refreshed, it could be some temporary glitch on your server. It usually goes away pretty quickly.
