My question is whether there is an alternative protocol that
@DangerousSafe@mastodon.social could use to add the video that wouldn’t run into this issue.

I see ALT and GIF tags on videos in the mobile clients for Mastodon, DDG and even Safari on many videos. But this one doesn’t come up.

So, it makes me wonder what the difference is in the way the ALT text is embedded and whether there are any mobile clients where this works or if it’s exclusively available in desktop view.

There isn't anything else they can do, they've provided the correct alt text for their post. There is no alternative way they can add it because there is only one alt text field on a post.

The problem seems to be how software is handling the alt text on videos. For example the Mastodon web interface isn't showing an "Alt" button so it is more difficult to view the alt text on mobile devices.
