I've never owned a garden roller so I figured it'd arrive empty to save on shipping weight and then you'd fill it up with bones, but the manual specifically says not to do that

This is a simplification. Bones are fairly safe, as long you take care: do not roll it in a circle on moonless nights or in a pentagram on the solstice. Avoid bones of black cats or red-eyed crows. Do not sing any hymn backwards while using the apparatus.
Those might seem obvious precautions, but people do them anyway. Now they just say 'no bones, only sand' to avoid any responsibility.
But sand will not bring the same result as well-grinded bones. Baby bones if you have them
