If A blocks B, can B still respond to A's posts? If so, can other people see this post?
The context is somebody blocking a troll annoying them and want to be sure they don't just continue to troll unseen.

It depends on whether B's server respects the blocking request.
I just did a test block between two accounts I have on two different Mastodon servers. Both the servers are well-run and respect block requests.
The block prevented me seeing any of the posts from the account that blocked me, so I couldn't respond to them.
However, if a server is running a different kind of software, or if it has been customised to not respect blocks, trolls may be able to respond.
