There isn't an upper limit, but at 7500 it stops you following more accounts until at least 7500 people have followed you. The limit then goes up in proportion to your followers.
So, for example, if 10,000 people follow you then you can follow up to 10,000 people.
It's to stop spammers doing mass following etc. On Twitter/X there were spammers who would follow hundreds of thousands of people because they knew some people follow back without checking.
