You should only skip those steps if you just want to transfer your followers (people who follow you).

They're done by two different methods to prevent spammers cloning followers and spamming them.

I've added another sentence to it and tweaked it, is this better?

"If you just want to move your followers (people who follow you) and don't want to transfer anything else, skip steps 5 and 6."

"If you also want to move your follows (people you follow) you need to include steps 5 and 6."
