Yes, you can merge accounts. You can migrate any account into any other account, which is effectively the same thing as merging them.

The 30 day limit only applies in transferring followers off an account to another account, you have to wait 30 days between attempts.

If you're transferring from one account to another, the followers from one account go to the other.

Yeah, try migrating just one account at a time. Once one has migrated, migrate the other account to it as well.

The migration process involves setting up an alias and it can only point to one alternative account at a time. That's probably why only one set of followers transferred.

(The reason for aliases is to stop spammers etc cloning followers onto multiple accounts that people never followed.)
