I heard about it through this recent privacy impact assessment done on the program by SmartCityPDX. I don't know specifically what triggered the assessment though.

A good argument against it is that people will stop recycling things. People should stop recycling things, so that they never get anything bad in the photos, that gets them in trouble.

(It is of course perfectly OK to recycle things with notes taped to them saying "HEY ASSHOLES TRY PUNISHING COMPANIES WHO DONT LET ME REFILL STUFF")
