There is a lot of persistent trolling on Mastodon towards Ukraine, probably organised and Russian because when i "block" , the same account reappears quickly with a different name.

Yeah, when it's probably spambots - and you can prove it by pointing towards identical accounts - then the mods absolutely have cause to block them.
