The chatbots are not sexually harassing or encouraging suicide.
The chatbots are emitting streams of pseudorandom text, and the reader projects their own value judgements and life experiences onto the output to label it as intelligent conversation or sound advice or sexual harassment or encouragement of suicide.
Chatbots don’t have will or intent. As soon as you stop anthropomorphising them, you’ll be able to make wiser judgements about them.
