Fishing and hunting is highly regulated in Germany. It's much more than just buying a license. For both, you need to pass courses and exams, so you get a general license. Then you need to have a permit for the fishing or hunting district. District keepers can give you permits - usually they ask you to partly refund their fees...
For a hunting license, you need to proof you're a keen shot. Every year.

Btw: hunting weapons need a license, too. Being an approved hunter, is one of few cases for a carrying arms license. If you only have the possession license (for sports), you need to transport arms in locked boxes, uncharged...
