I see cableways as a complement to other means.

Using MontrΓ©al as an example, let’s build them over the St. Lawrence where there are no bridges in the east and west ends of the Island (also, it’s easier to get that Seaway clearance!).
But don’t build one over the Mount Royal; reinstate a tram there.
