If you have other privacy-related software installed (firewalls, Safari extensions, etc.) there may be some conflict with Private Relay.

@Alrescha@mastodon.social I only have two Safari extensions running: Remove Web Limits to allow pasting where the designer blocks you, and AdGuard. I'll do some experimenting.
I thought maybe Private Relay was breaking some fundamental assumptions on port ranges or IP addresses with the advanced web interface, where it opened multiple simultaneous streams.
