This NIESR report today is a mixed bag.
Raising income tax is fraught with peril. I'm fine with it in principle, but it would break a manifesto promise, make Tory fear mongering seem prescient, and would impact economic activity.
But reforming council tax as suggested here? Hell yes. Council tax is a shit, regressive tax only in place because it sorta works and we've never tried anything better. LVT is better. We should do it immediately.

Fwiw, I think it's inevitable that taxes are going to have to rise. I'd start with reversing the NI cuts recklessly made by the populist Tories desperately trying to improve their electoral standing, but even that will be seen as a manifesto promise being broken.
The hope would be that this could be done against a backdrop of improved growth, growing wages, and decreasing inflation. I'm not sure we're going to be there by budget season.
