There's absolutely nothing in the article that mensions the why. Just that the TTC outgoing CEO akcknowledged it would be "tight" for it to open in September.
What confuses me is that the TTC says: It is Metrolinxβs decision. But i thought last month that Metrolinx said the line was "handed to" the TTC. So why is Metrolinx still involved?

@jerome@jasette.facil.services I believe the announcement was that TTC transit control was controlling testing on the line, as it would when line 5 enters revenue service
Metrolinx testing of Eglinton LRT is still moving forward and apparently progressing. But still no timelines.
Now they are concerned about how old those Bombardier trains are since i guess a lot of them have been sitting in the garage for years.
It does seem that it's still Metrolinx running the show, so definitely not transferred fully to the TTC
