C'è chi è capace di preoccuparsi solo della "pirateria" in senso improprio - anche quando non è nient'altro che l'esercizio del diritto allo studio - e chi invece ritiene assai peggiore la pirateria in senso proprio.

We talk a lot about how research is evaluated. But we do not always ask who is entitled to evaluate research and what is the legitimacy (even from the perspective of #openscience) of a system in which evaluation is in the hands of bureaucrats, or government-appointed researchers acting with bureaucratic power. The origin of the question is Italian, but its scope is global.
