I think this is a dead end. Non selfishness is not self justifying. There has to be a reason I care about the lesser lives. Ie equality.

If I say there are other humans, of varying abilities, but all humans, as a species, I can reject selfishness, choosing self over others, without positing anything extra animal about humans. I may or may not include animals. Not treating humans as mere animals could be done by treating them as humans, as same animal as me. But if I’m cruel it’s precisely bc they are human. If cruelty is form of fear.

Best solution to gov by cruelty is no gov. But who could say what no gov is? The answer is always economy. No gov as voluntary (covenant) precludes cruelty.
