And after sending a efm32s3_dci_device_erase command, I can debug the chip. So thanks for the $5 dev board with boost converter, Ikea, even if we have to start from zero for the firmware.

I can flash the EFR32MG24 once with a program, but have to do the full dci device erase after each one and then power cycle to get the write commands to work again. But at least I have proof of life from gdb talking to openocd.

gdb talking to the device under test with the stepi command and printing the instructions after each step. trying to run with continue produces a double fault
