I guess this is one of the reasons the Pedoregime didn't go through with casting Puerto Rico to the wind. They remembered the island's strategic value for invasions.
BTW They used to teach us the very same thing in school. That Puerto Rico has nothing of value except what the empire can use it for. It's strategic location being one of the uses.
