The capsule hotel in Kabukicho, located in front of the Shinjuku Ward Office, is a place where many non-Japanese tourists stay overnight.
Or rather, the town of Shinjuku is more racially diverse than other areas of Tokyo. Many people with different skin colors and facial features work there.
By the way, in the rip-off nightclubs of Kabukicho's red-light district, people of African descent work as touts.

Most of the people in Shinjuku who don't have Mongoloid skin tones or facial features are tourists.
However, I never use English with people of different races, at least not with those who are working here. I speak to them in Japanese.
That's because, in my mind at least, people who work in Japan are Japanese. All immigrants are Japanese.
