Congress is hopelessly broken and corrupt. Both sides.
How to fix?
Any law under consideration by congress must first be submitted for a financial impact study.
Any industry/entity impacted by the law in a way that will garner either windfall profits or significant losses... is immediately banned from lobbying in any way related to that law. Further, members of congress are barred from trading in stocks from impacted companies, and MUST either divest any securities already held, or recuse themselves from voting on it.
Impacted entities can make informational presentations to congress. But that's it.
