One of #Trump 's cons is often overlooked and hurts all Americans. It is letting States take care of their own. For emergencies, health care, education, infrastructure.

He saw from Putin that you keep federal income for yourself. Don't give it to the States for the needs of their citizens, but keep it in Washington so you can do with it as you see fit.

It doesn't matter that Congress appropriates funds. You keep the money in DC and dole it out to your friends.
