While the USA government is in climate change denial, the cities cannot ignore droughts.
Vegas Water 101: 03:52 https://youtu.be/B3z_z0Wsk-I
Vegas Intake 1 is at 1055. Current level 1054.
Intake 3 was built in recet times to ensure survivl. It costed BILLIONS to build due to climate change, but all borne by city of las vegas, not by oil companies who cause climate change.
Vegas can continue to draw down to 875 physically, but still bound by water restrictsion because Colorado river is shared. dead pool is 895 which means below that, nobody downriver can get any water at all so there would be severe restrictions on water use upriver from Hoover to allow water level to rise again.

aka: the cost of climate change. This is from 9 years ago and the lake level situation has worsened since then, providing justification for this mega project as the 1st intake is now unusable.
While public transit projects get a lot of attention, projects such as tehse are just as great if not greater but because it is for municipal water they are invisible and taken for granted. But when every city needs to deal with reduced availabilit of water and growing population there is a huge cost to society.
BTW, while the Metro,s funding only allows for very slow tnnel digging, remember that they built tunnells spanning east-west of Island of Montreal when they built the gian sewage interceptor network and some of the tunnels are as large as the metro.
