Well, that's an interning issue.... I imagine Cooper will be wanting to avoid jury trials as juries have been known to take a different view on matter connected with protest from the Home Office

Probably unlikely. There is no actual risk to the public from an elder who is blind or in a wheelchair protesting despite what the Home Secretary might say or believe.
