@gleick@mas.to In the Untied States, at least, mega corporations like Verizon and AT&T took billions of dollars intended for rural broadband delivery, then never delivered, so it shouldn't be all that surprising that there are still large rural areas that only have dial-up.

25 years ago I watched rural improvement money being siphoned off as loans to mcmansion developers.
I suspect that most of that money never hit its target.
