Terrorism is action, usually violent, designed to instill terror.
Oxford defines it "the unlawful use of violence and intimidation, especially against civilians, in the pursuit of political aims."

I doubt anyone was feeling intimidated or chilled with terror when they saw a few military planes daubed in paint.

@ronanmcd@mastodon.green Things like this arrest of a disabled blind man today, who the UK government class as a terrorist sympathiser, would surely make the Starmer government unpopular, assuming the news organisations there choose to report it.
