At a minimum, besides proving to everyone he works with that he's a gross creep, he's violated the photography and video section of "Federal Rules and Regulations for Conduct on Federal Property. Violation of the Rules and Regulations can be a federal criminal offense punishable by incarceration up to 30 days and a $5,000.00 fine." 🤡 Or, just losing your job.
