You never know what a prime minister means when they talk about environmental goals.
Jean Chretien said this in Parliament in 2002 about ratifying the Kyoto Protocol:
βMr. Speaker, I am very proud that Parliament will vote to ratify Kyoto this afternoon. It is in the interests of future generations that we move on that file and that we respect our international obligations.

I would argue that we do know what they mean - regardless what they say - because of what they've done, what they're doing, and what they say they're planning on doing. That is, generating profits via extraction and burning hydrocarbons.

Until such time a pipeline is actually built, Iβm prepared to give Carney the benefit of the doubt.
