@petergleick@fediscience.org to be strictly technical, as non-signatories to the ICC, the US isn't obligated to arrest Putin. France, etc, on the other hand would be obligated to arrest Netanyahu, but I wouldn't get one's hope up.

@quinn@social.circl.lu I mean, if I were head of state, I'd definitely assure him I would not arrest him, but only to arrest him should he arrive. AFAIK, cops are allowed to lie to catch criminals…
