Never seen one of these before. No doubt custom made. It’s obviously meant to hold roundish things vertical, but there’s definitely a diameter limitation.

Any guesses to its use?

A big piece of metal hardware bolted onto the side of a workbench. It consists of two pieces that together form a collar. The outer piece can be tightened onto the other by way of two big turn screws.
