Most likely he's just lying; remember the 100s-of-billions valuation hanging on the myth of this so far unproven tech - but it's also possible that Altman, who has never completed an education & has no expertise in anything except bullshitting & spending other people's money, has no idea what a PhD actually is or how it works.

After all, this is the main idea driving AI: Believing you can do things you know nothing about.

It's programmed to try to trick you into thinking it sounds smart, which, as it always does, depends on you not actually knowing anything about the subject at hand.
