To figure out how hard the bad guy deserves to be punished simply consult the chart by how evil the bad thing was in evilness points and how evil the bad guy himself was in evilness points

To figure out evilness points you have to add all the evil parts and how many points they are worth and subtract all the not so evil parts and how many points they are worth
