No one petition results in a change of policy, but they are indication to politicians of the political weather, and policy in influenced by that. Whereas letters to my MPs get robotic sounding replies, and these days are probably generated by an LLM anyway.

Yeah my wife writes to the MP a lot and all she gets back is "understand your concern" and "I will be following party policy"
Absolutely fucking useless.
Not that I'm saying petitions help either.
Not even sure protests cut the mustard either these days.
I'm sure there's a next logical step but not something anyone feels comfortable acknowledging.
