I also had to use windscreen sealant/caulk around the taillights on our other car as they kept filling with water. Never did figure out exactly where it was getting in so I did an ugly but effective job.
Some of the taillights are big single units that can be a bigger project but some Internet searching and watching some videos can help you decide if it is an effort you want to pursue or not.

As another option... wreckers will almost certainly have the whole taillight assembly at a reasonable price. And they're negotiable for cash. ;-)
