Trump's declaration of national emergency has precedent. On the advice of Chancellor Adolf Hitler, German President Paul von Hindenburg did the same in 1933, in response an arson attack on the German parliament building. His emergency decree helped the Nazis turn Germany into a one-party state, and became the basis for mass imprisonment of dissenters.
Officially blamed on communists, the Reichstag fire was more likely the work of the Sturmabteilung (SA), the Nazi party's own paramilitary wing.
