Others have posted to Mastodon copies or links to IRS Form 13909, intended to file complaints about tax-exempt organizations abusing that status.

The Heritage Foundation is a tax-exempt entity, and has clearly been abusing that exemption by creating, publishing, and promoting its Project 2025 POLITICAL policy document.

People who are planning and promoting the fascist overthrow of the existing government structure should not be given a tax break.

It contains three PDF files: the first is a partially completed (but editable) copy of IRS Form 13909, the other two are alternative copies of the Project 2025 document. I have completed the top portion, including the description of the issue with a couple citations.

UnZip that file, edit the Form (with free SumatraPDF or Google Docs) to insert your personal information in the bottom half; the box declaring your concern of retaliation is already checked.

PRINT the completed Form as a PDF, since you may not be able to SAVE the edited PDF.

Next, create an e-mail to eoclass@irs.gov. No need to add any text to it, just attach the completed Form and one or the other or both of the other PDF files as evidence.

Click Send.
