I'm totally convinced all of the following four points are true:
To offer emotional safety to diverse people, you need a decent code of conduct.
To offer emotional safety to diverse people, you need a decent code of conduct that is actually enforced.
The previous two are not identical. Not by any stretch of the imagination.
A decent code of conduct that's enforced makes the place or group more friendly and welcoming even for whoever your mainstream people are.
