The result looks like a stubby, harsher version of the Toronto City Hall buildings which have a similar basic shape, designed by Viljo Revell and completed in 1965. 

This building is actually a government building in Beijing, possibly the People's Bank of China, and there are large Chinese characters across the front and an iron fence across the entrance. 52a8fddb51159179.png An add on a locksmith site suggests buying a "yale" lock but their headline is "Why Pick Yale Locks" rather than "Why choose yale locks,"  Kind of suggests a whole different activity.
