Give a small allowance/dividend/income to everyone who has a pulse and is a citizen.
Another to those resident but not citizens.
Tax it, and more, back from those who don't need it.
Cheapest way to pay, cheapest way to recover it, some other results follow, in terms of registration to vote, etc.
