At this point I'm just basically convinced Milley and Mattis told him flatly that they would simply "not give that order" every 3 days because the guy really isn't any different than he was last time in any other respect - I just think that now Hegseth and the Generals go "sure thing sir" instead of "I will absolutely not give that order."
